A skills shortage is a situation where the demand for skilled workers in a particular field or industry cannot be met by the available supply. This means that there are more job vacancies than suitable candidates with the required skills, knowledge and experience.

 

Skills shortages can be caused by a number of factors, such as an ageing population, low levels of educational attainment, high staff turnover, inadequate adaptation to technological change or unattractive working conditions.

 

Skills shortages can have negative consequences for the economy and society, such as lower productivity, lower quality, higher workloads, reduced ability to innovate or brain drain. A number of measures can be taken to avoid or reduce skills shortages, such as better education and training, more support for women and migrants, more flexible working arrangements, better work-life balance, being a more attractive employer, or targeted recruitment of skilled workers at home and abroad.

An accelerated visa procedure is a way of facilitating and shortening the entry and employment of foreign skilled workers from third countries. The procedure can be applied for by employers who have a specific vacancy for a skilled worker from abroad. To do so, they require a power of attorney from the skilled worker and must conclude an agreement with the relevant immigration authority.

The foreigners authority then checks the requirements for issuing a residence permit and obtains the approval of other authorities, such as the Federal Employment Agency or the recognition office. The skilled worker then receives a preliminary approval, with which they receive an accelerated appointment for the visa application at the German diplomatic mission abroad.

The visa is issued within three weeks of the application being submitted. The accelerated visa procedure is intended to reduce waiting times and the administrative burden and facilitate the recruitment of skilled workers
